There have been multi-year reports of skimmer chicks at both salt ponds
AB2 and A16 in the past.  I don't know what fraction of these young
actually fledged.  Probably Bill Bousman has complete county information
somewhere.  There's also been confirmed nesting north of the Dumbarton
Bridge in San mateo County, and I suspect also in Alameda Co. (although
I have no details).
