I guess the question I ahve, and I don't think we have an answer to it
(but maybe it can be investigated out of the audubon offices or
something?) is what's set them off and why are they suddenly cracking
down and getting hard core? It seems to me policy changes like this
rarely happen for no reason (although that doesn't imply the change is
a good one); anyone have any idea what might be going on?
