Folks:

No.  SBB and eBird are completely different things.  The purpose of SBB is 
to report rare or unusual birds that occur in the local area.  Lists of 
birds seen are not of value for SBB and I would suggest that people NOT 
post lists of bird seen to this listserver.  It is a waste of 
bandwidth.  eBird, in contrast, is based on complete lists of birds that 
are seen.  Their protocol is described at the web site that Gordon has posted.
