[SBB] Brandt at Bixbee Park in Palo Alto

This morning at Bixbee Park in Palo Alto at about 8:00 a.m., I saw a Brandt feeding on a hillside with a flock of Canada Geese.  The hillside was behind a 6' chainlink fence.  I had walked from the Bixbee parking lot, over the hill where folks have been viewing the Short-Earred Owl, then to the right toward the Frontage Road.  There was still water on my left when I noticed the geese on my right.  Also, in the same flock, were six smaller geese.  Cackling?  After reading the differences between the many Canada/Cackling subspecies online, I am now thoroughly confused. I can only say that these six were significantly smaller than the Canada Geese, but not as small as the Brandt.  Their heads and bills were much smaller than the Canada Geese, with darker breasts, and a distinct, small, white band around their necks.  I'm unsure whether the band went around to the back of the necks.  I'd appreciate others' opinions, if anyone else goes out to see them.
At about 9:30 a.m. I saw three Western Bluebirds in a small tree in the middle of the Fry's Electronics parking lot in Palo Alto.  Is this unusual?
