[SBB] What to do about a loose pet kestrel?

Ginger is at Jenny Strand Park in Santa Clara right now, and there's a  
Kestrel with jesses on both legs acting relatively tamely (she was  
able to get within a couple feet of the bird). There is no apparent  
owner anywhere nearby. The bird is currently on the ground eating  
what's probably a dead gopher in the recently rototilled field area.  
It appears to be healthy and able to fly.

Anyone know who lost a falcon? Or who we might contact about the bird?
