They do that here, too. You can sometimes see that behavior by the dam at the northwest corner of the Adobe Creek Trail (Palo Alto Baylands). Here's a photo I took two years ago:
However, on Sunday (9/10), there was only one pelican at the dam. There was a very large group on the island at the northeast corner of the trail, but I didn't have time to walk out there since the sun was setting. Ducks there included scaup (probably lesser) and Northern Shovelers on Mayfield Slough (where there were also a few pelicans), and two Cinnamon Teal families near the Byxbee Park parking lot. I also heard three Clapper Rails at sunset.
