[SBB] Franklin's Gull

The Franklin's Gull continues this afternoon at the Sunnyvale Water Pollution
Control Plant - I believe it was in the same location as previously reported,
which was referred to as the "outflow channel". It was loafing with other gulls
on the berm between the channel and the East treatment pond.
