Taking down the "no parking" signs seems reasonable to me.
The State of California has claimed dominion over vehicles, only allowing
local authorities to set local ordinances or resolutions according to state
requirements. You can find out more about this by going to
http://www.leginfo.ca.gov/calaw.html, clicking on 'Vehicle Code', and
entering keywords such as "parking park".
Parking along state highways is sometimes legal and sometimes not legal.
For example, parking along a state highway is illegal on a bridge, in a
tunnel, and certain other cases.

I have checked with Grant Ranch Park (Lisa), the California Division of
Forestry (Dave), the Santa Clara County Sheriff's Office (Lt. McGrady),
and the California Highway Patrol. The answer is that none of them put up
'no parking' signs, and don't know anyone who did.
The only other possible culprit is CalTrans, but the Sheriff's office said
they would only put up signs that cite a specific state ordinance, and
that they only do so when instructed by a governmental authority...and
parking alongside state highways is legal.
My suspicion is that it was the same individual(s) who closed the Smith
Creek trail and posted 'no trespassing' signs there.
Interesting note: CDF told me that they would never post such signs, for
two reasons:
* The CDF station is actually part of Grant Ranch County Park, they're
tenants.
* The CDF personnel there have used the parking for years, they want
people to park there. They also invite everyone to come on into the
station, they'd love nothing better than to show the public their facility
and let them know what they do.
Everyone seems hesitant to take the signs down, not knowing who put them
up. But no one objected to me doing so, which I will do the next time I'm
by there.
