I think the wide stripe down the back of the neck favors Western.

I first said "Western" because of the face pattern. But when I looked at the picture the orange color of the bill was pretty unambiguous. Also the greater amount of white on the flank favors Clark's. Still, there's that strong face pattern. And the warm colors of late afternoon sun can fool you on a photo.
I know these two species can't always be separated, and maybe this is one of those cases.
