[SBB] Sunnyvale Baylands

In the past week I noticed that the usually reliable (in previous years)
Sunnyvale Baylands Park seemed to have almost completely dried up.
Little in the way of shorebirds or waterfowl were to be found there,
except for a couple of Canada Geese.

Has it really been that dry this year, or is water level at that site
controlled manually? The nearby Harvey Pond just east of it was a little
lower than I've seen it before, but still had plenty enough water for
American Avocet, Black-necked Stilt, Dowitcher sp., Northern Shoveler,
Pied-billed Grebe, Ruddy Duck, and others.
