[SBB] Santa Clara Valley Habitat Conservation Plan

The Santa Clara Valley Habitat Conservation Plan is coming!  Bird species
covered under the plan are the Golden Eagle, Burrowing Owl, Tricolored
Blackbird, Least Bell's Vireo, Bank Swallow, Saltmarsh Common Yellowthroat
and Purple Martin.
