[SBB] Anna's Hummingbird behavior

Hello,

At Sunnyvale Baylands Park this morning I saw an ANNA'S HUMMINGBIRD
gathering fluff from weeds that have a dandelion-like flower and then white
cottony stuff connected to the seeds.  I'm puzzled.  This looks like nest
building but it is October.  Would this be late nesting or early nesting?
