I'm not sure about the initial sighting but all of the latter sightings of the YBSA have been from sometime after 11 AM, with the latest sightings being after one PM.  Mornings are not good for sighting this bird, I would say impossible in early morning fog (all Sapsucker activity seems to be best viewed on warm afternoons.  When the sap is flowing?).
