[SBB] hawk ID?

Laurie was at the SF Zoo today and saw a hawk being mobbed by crows.  
She was able to get some nice shots of it -- but we can't figure out  
what it is:

I thought for a while it might have been an american kestrel -- but  
the head markings are wrong compared to sibley. so I'm just not sure.

anyone want to help us ID this?
