The second pass I said: "in for a dime....." My sense was to treat it like a park and assume they open the gates in the morning and close them at night. There is no posting of info to support that thought on my part. At least there's no entrance fee. :) Frankly, you're so far from the reservoir, even at the bottom of Marsh Rd. that the only reason to go is "because it's there." It would be significantly birdier in the spring.
