It was found flying like a Harrier over the levy that separates the slough from the salt pond. It flew back and forth out to the left curve tip and then back toward the left near the posts with the Forester's Terns and Bonaparte's Gulls on them. It even landed on the levy to preen at bit. Seeing it fly was spectacular, which I did not get to see the first time. Park at the right end of Terminal Blvd. near Shoreline lake and go directly to the top of the bake path a bit past the bench at the Swallow Box. Lot's of birders saw it this morning.
