Dear Molly, I'm assuming your thinking of American White Pelicans. Numbers often drop in fall and then pickup a little in December as birds start to head back to the interior. I would recommend walking out on the trail between the Palo Alto Flood Control Basin and Charleston Slough. If none are there, take the path along nearby Salt Ponds A1 and A2W (see the maps on Kendric Smiths web site). A visit after sunrise is often nice because birds are moving from evening roosts to morning feeding areas and can be quite spectacular. Or an afternoon visit may find them loafing in Adobe Creek in the flood control basin. If its Brown Pelicans, go to Monterey, Santa Cruz, or Princeton Harbor.
