I have a parrot whose beak would look like that if I did not have the vet trim it every 6 months. As my parrot ages her beak grows longer and she does seem to be able to wear it down as she had previously. Having the beak trimmed was not necessary until she hit about 20. The vet said it is normal for the growth of the beak to change as the bird ages. Maybe this is one old Buteo!
