Upon zooming in with a better application it appears to be a normal bill but with something hanging out of its mouth. A vole? It is odd that it curves and indents just like the shape of a bill but looks more like something in its mouth. I can see the nostrils and what looks like a line of demarcation below the nostrils that would be the right place for the end of a normal beak.
