Jean,

I think the question for me is:  Why isn't this a
red-tailed hawk?  Classic chocolate-brown head, buteo
shaped body, faint belly-band.  Yes the bill is very
funky, but red-tailed hawk w/aberrant bill would be my
suggestion.
