Cooper's two outermost tail feathers are significantly shorter than the inner tail feathers. This picture with the bird looking back over it's shoulder gives a clear view of the left outermost tail feather; significantly shorter than any others. The right tail feathers "appear" significantly shorter, but the left one is more apparent. Along with Alvaro's point regarding the relative thickness of the white terminal tail band, this bird adds up to be a juvenile cooper's hawk.
