I was driving by Calero Reservoir this morning on my way to work about 7:30 (brisk breeze and slight drizzle) and happened to see the resident Bald Eagle very near to the boat ramp, so I pulled over by the gate and got out my binoculars. I watched the eagle for about 5 minutes hovering 3-5 feet above the water level (pretty impressive for a bird that size). The eagle was going after a fish that was very close to the surface of the water. After several failed attempts to grab it, it finally succeeded and then rode on the surface of the water for a minute or two before flying, fish in talons, to the shore near the boat ramp. After being mildly harrassed by a couple of crows, the eagle took its breakfast and flew back towards the dam.
