I would never have found them in the little reamaining time. It was clearly posted near the entrance that "Park closes at 4:50 PM", and I did not want to test the rule. The smaller bird was sedentary and allowed close approach, providing stunning looks. The larger one was very flighty and distant. They neither called nor hunted during that time, although I've seen Long-eared Owls start calling and hunting at dusk elsewhere. It probably wasn't dark enough yet.
