I've done my homework (below) but I'm still on the fence (so to speak) about this bird. Here's my analysis. I'm leaning toward Cooper. Fans of sunnyvale levees will recognize the setting. It's taken at the far end of the dump hill at the SWPCP. The bird is perched on the railing of the ramp from the hill down to the levee.
