I've just received a call from Ladera Oaks Swim and Tennis Club, which is just across Los Trancos Creek (the border between SM and SC Counties). They have there,perched on a telephone pole, a raptor (the viewer knows a Peregrine Falcon from a Kestrel from a Red-tailed Hawk) that is a possible Cooper's Hawk. The unusual thing about this bird is that it has a strip of material, about a foot long, attached to one leg and attached to that apparatus is a bell. The bird does not seem bothered by the human activity around it. What is the notification system for alerting the right agency about this occurrence for possibly retrieving the bird.
