All morning, from at least 8 AM until 12:30 PM, the LOWA was between the two 
bridges in Oak Grove Park.  Unfortunately this is the most difficult area in 
which to find the bird and children tend to play in the more open areas of the 
creek.  I highly recommend the use of Walkie Talkies (channel 11).  Creek 
walkers seem to have the highest success rate and in the process enable those on 
the banks to occasionally see the bird (especially if they have a radio).  
This, of course can be overdone.  Note also that the creek is chest deep in some 
places.
