There was a large group there when I left at 10:45am. At 8am there was 1 Bonaparte's Gull, when I left there were 100-ish. To get access, you have to be a member of www.sfbbo.org, sign a waiver, and get the gate combination. Their office is in Alviso so you could probably easily stop by there first.
