Les, Many shorebirds that have a wide latitudinal wintering range tend to separate out by sex. Since we are at the northern wintering range for Short-billed Dowitcher I would not be surprised if the ones we get in winter at Foster City are all (or mostly) males. This would account for your short bill sizes, and would suggest that the sexes separate out in winter. I don't know if the Birds of North America account deals with this topic.
