I don't think everyone knows about this organization, or the committee's function and what they are looking for in documentation of a rare bird sighting. Not all rare birds require the kind of documentation being mentioned for something as rare as bird in question. You can find out what birds do require documentation for consideration by the committee and some of the birding community. WFO website CBRC page Once you've figured out the level of rarity and documentation that particular sightings may require, you may want to share the information on the appropriate email lists.
