I found that permission to pass was readily granted when I asked staff at the SCVWD. I've encountered sewer and water district staff, and I've never been challenged. However, I did get a note from the Highway Patrol pasted to my car, indicating I am not to park near the gates. Since then, I've left a note on my dashboard, listing my name and briefly explaining I have permission to pass. Mike's right; I have been lax in pointing this out, but I'm doing so now in the interest of not seeing access restricted. I hope more of you take time to visit this outstanding area, but it might be best for all if permission is sought in advance.
